The Jewel Socket was revealed in an MMORPG site with an interview with some of the devs in KingsIsle, and they revealed that the new Test Realm is going to introduce a new way to improve your gear - mainly all the stuff you don't see(deck cases, athames, rings and amulets); at Level 15, you can meet a new NPC called Katherine Rockhammer who will teach you the ways of Jewel Sockets, which can be used for customizable gear. Of course, there are several restrictions, most likely that these new jewel-socket items can't be given to your Shared Bank or sold - if you don't want it anymore, you either feed it to your pet or throw it away. Needless to say, I can see where they are going - it'd be easy to break the game by creating an uber amulet and giving it to your neophyte.
